Embrapa's work in global policy aims at preparing, following up on and managing institutional positions and informing the Brazilian government's stance in international conventions, agreements, protocols, treaties, commissions, and forums like the United Nations Forum on Forests, Convention on Biological Diversity, Framework Convention on Climate Change, United Nations Conference on Sustainable Development, World Trade Organization, United Nations Convention to Combat Desertification, Food and Agriculture Organization of the United Nations, among others.

Embrapa provides the Brazilian government with input in strategic international negotiations involving the agricultural sector through technical and scientific contributions that comprise the position of the Ministry of Agriculture and Livestock (Mapa) and of the country, based on Mapa's coordination with the Brazilian Ministry of Foreign Affairs (MRE). The work consists in identifying, with the technical teams responsible for Embrapa's Portfolios and Units, issues and elements of the international negotiation process that are relevant to the Brazilian agricultural sector.

The work methodology consists of: (i) analysis of official documents; (ii) production of reports and technical notes to support Mapa and the Brazilian government; (iii) on-site and virtual participation in international business meetings, with the aim of advising decisions in line with the interests of Brazilian agriculture and scientific research; (iv) coordination with key actors and negotiators from other countries and negotiation groups; and (v) participation in preparatory and coordination meetings led by MRE.

Embrapa participates, with formal representation, in several committees and working groups of the Brazilian government that concern global policies and forums.
